Does the USA possess the will to change?

Although it’s change process got compromised in the sense that it was not as well orchestrated for the well being of it’s polity, as it could have been, Russia Changed.

Perestroika, the terminology that was coined for Russia’s change process transformed Russia from a Communist State to, rather regrettably an Oligarch State. The evidence may not be popular, yet is true, namely the Congress of the USA here is the link to the document in question, Cox (2000) — faults the Clinton Administration for guiding Russia, not towards a Polity-centered State, but rather towards an Oligarch State. Not that the Russian Oligarchs do not have any blame, in the sense of not caring that ordinary Russians have the opportunity to be part of the change of which Perestroika was representative, but rather that the participating Americans ought to have known and done better.

Whereas the outcome of Perestroika leaves, perhaps much to be desired, regardless it remains true that Russia changed for the welfare of it’s people, that is, valued the welfare of it’s people over the hubris of competition with the USA.
